  1. § (3) A szerzői jogi védelem az alkotást a szerző szellemi tevékenységéből fakadó egyéni, eredeti jellege alapján illeti meg. A védelem nem függ mennyiségi, minőségi, esztétikai jellemzőktől vagy az alkotás színvonalára vonatkozó értékítélettől.

§ 1 (3) Copyright protection is granted to the work on the basis of its individual, original nature arising from the intellectual activity of the author. Protection does not depend on quantitative, qualitative, aesthetic characteristics or a value judgment regarding the quality of the work.

I am just speculating but the reason might be that declaring that a work, which does not have originality, does not have copyright protection either, is not necessary under the Hungarian copyright system (and might even be considered truism).
